In order to improve the quality of higher education, we need an evaluation system. While the university program evaluation in Taiwan has implemented in full swing, the purpose of this research was to find out whether the evaluation reports reflect the evaluation results or not. In this study, we archived the content of meta-evaluation, the status and results of university program evaluation, and the researches about meta-evaluation of university program evaluation by literature review. Then, we conducted a meta-evaluation by content analysis.   The target subjects were education and computer science disciplines having been evaluated from 2006 to 2009 by HEEACT. Data analysis included descriptive statistics, wilcoxon-mann-whitney U test, chi-square test of homogeneity of proportions, t-test, and Pearson product-moment correlation to conduct data processing. Conclusions of this study were as follows. 1. The accredited elements of the university program evaluations were indeed important hinge that caused whether the results accredited or not. Besides, the evaluation results had a high degree of validity. 2. The number of strong performance points to the seven accredited elements of education and computer science disciplines departments was roughly greater than programs that conditionally accredited or failure. 3. The number of weak performance points to the seven accredited elements of education and computer science disciplines departments that conditionally accredited or failure was greater than programs that accredited. 4. The accredited programs had higher opportunity receiving more strength points and the conditionally accredited programs had higher opportunity to violate more weak points. 5. The evaluated departments’ performance in quantification indicators had no significant difference in evaluation results, so as to mention that quantification indicators were merely the foundation of the university program evaluation and it had no relation to evaluation results. 6. Overall, there was no significant effect in correlation between the evaluated departments’ performance strong points in the seven accredited elements and the quantification indicators. 7. Overall, there was no significant effect in correlation between the evaluated departments’ performance weak points in the seven accredited elements and the quantification indicators. 8. The results of university program evaluation in Taiwan are trustworthy. Finally, some suggestions based on the conclusions were proposed to the HEEACT, evaluated departments, and further studies.
