According to theory, research and practice of dialogue, the study found the following points: 1. The implementation of international educational exchange case schools "as is" study found that: (1) Two cases do most of the same administrative planning. (2) The two schools support human resources most; human resources and financial resources support are quite the same; other resources support are different. (3) Case schools of international cultural and educational exchanges are similar to the slight differences in curriculum content. (4) The case schools of teachers empowerment show a difference. 2. The "problems" of the two case schools of international educational exchange faced. (1) The two case schools face common (similar) problems. (2) The individual problems faced by the two case schools 3. The case school students and educators of international educational exchange "views" found as follows. (1) The students for case schools hold "positive" point of view. (2) The students for case schools hold "problem" point of view. (3) The educators for case schools hold positive point of view.
