In this study, we apply system simulation to build an emergency simulation model, to investigate the actual resource distribution recently. Then, learn the output from different resources reallocation model, analysis the efficiency of different model by Data Envelopment Analysis, compare this result with the actual situation. An efficiency model can make use as reference while the converse can be an indicator to do improvement. The efficiency obtained from this study is about 0.9, consider low.
