Before the popularization of internet, traditional libraries’ main purpose is to collect and archive books, papers, periodicals and manuscripts. After the appearance of Web 2.0, the services of library are suffering a series of changes, and rapidly shift into a digital library. With the progress of information technology, people ran into the digital and information age. The rapidly increase of available data and information lead to the information explosion and information anxiety. Peter Drucker mentions that living in the modern information society, people should learn how to use the information. Information competency and information literacy has become the essential of modern people. Traditional library can help users to collect, select, analyze and organize data. Due to the rapid development of internet, the services provided by library are necessary to adjust. Libraries should follow this trend to use information technology, and to improve their service quality. By questionnaires survey, this study investigates the factors that affect the attitude to use and the intention to use from the viewpoint of users. The samples are taken from the subjects who has experienced in digital library. 455 valid questionnaires are analyzed by SPSS and AMOS software. The results show: (1) Perceived ease of use, perceived usefulness, service quality are all positively impact on attitude to use；(2) Information anxiety negatively impact on attitude to use； (3) Attitude to use positively impact on intention to use.
