However, due to the overall national interests have not been clearly defined, many disaccords appeared oftentimes. For example, the objects of arms sales often conflict with the traditional goals of national security; the goals of arms sales policy did not match the objectives of its foreign policy. Neither arms sales policy has clear principles, nor the process of decision-making transparent. And all these not only lead to serious furious domestic debates but also foreign governments’ confusion. Therefore, what are the Russia’s perceptions on national security and international dynamics? What’s the causation between Russia’s perceptions and its foreign policy, defense policy, and military strategic objectives? What are the key factors of Russia's foreign arms sales policy? All these are the world (especially the United States and European countries) and related research groups trying, through various theories and approaches, to find out. However, what are the real intentions and motives of its arms sales policies? What are the mechanisms of arms sales management and decision-making? How they work? And what are the determinants behind the decision-making process? Is that policy a continuation of USSR's, or a new development since it claps? In any case, Russia’s arms sales policy will undoubtedly affect the international security and strategic situation globally. Those are the incentives of this study. In order to identify the major interests of Russia's foreign arms sales, this study use the core concepts of Allison's (Graham T. Allison) rational actors model as the basis for analysis, then exploit the national interest approach and the interest group approach to explore the substance and model of Russia’s foreign arms sales decision-making. Through the analyses of examining domestic and foreign factors, arms sales decision-making, managerial mechanics, related laws, and those related agencies and interest groups in the arms sales decision-making process, this study summarized specific decision-making model for arms sales in different periods and discussed those typical cases. Then, the discovery and contributions of this study are as follow: 1.The decision-making of Russia's arms sales will continue to monopolized. 2.The major factors of interests in Russia's foreign military sales have been changed. 3.In recent two decades, Russia's decision-making models of foreign arms sales were: "multiple competition model" and “presidential monopoly/control model”. 4.Although the decision-making models of Russia's foreign arms sales this paper proposed are only for a single issue, but it would be helpful for other Russian studies related.
