The most interests of states was to ensure its subsistence and development by power. But neo-realists assumed that power was not purpose, but a kind of means; the purpose of seeking power was to ensure security. Neo-realists emphasized the study of whole global relations and made economic factors become a hot spot among international relations. “Treaty of Mutual Cooperation and Security between the United States and Japan” was the product of Cold War and its purpose was to embank USSR and Communism. “Treaty of Mutual Cooperation and Security between the United States and Japan” mechanism should be ended up after Cold War, but it was much more complete instead of weakness due to the rise of China, nuclear development of North Korea, and unbalance of Taiwan Straits. The rise and challenge of China made the West uneasy, and the enlargement of “Treaty of Mutual Cooperation and Security between the United States and Japan” was to increase the role statue of Japan, defined explicitly the content of cooperation between Japan and US in order to make sure the peace and stability in northeast Asia. Japan always played the stretcher role of US power hegemony among east Asia international relations. There was vacuum of power in the northeast Asia after the collapse of USSR, the transition of regional system also brought security threat problems such as fighting of sovereignty resources, confrontation of ideology, and spread of WMD...etc. “Treaty of Mutual Cooperation and Security between the United States and Japan” was the core action of East Asia strategy for US to embank China and North Korea; Japan would adopt it to make itself become a normalized state in the power competition game of northeast Asia. Facing the pressure of collision between US and Japan, PRC was eager to seek rivalry power with Russia in order to confront the power from Asia Pacific Ocean. Neo-realists made a proof that neo-realism theory was valuable and suitable and arrange clear causal context of interactions among states in the northeast Asia situation. “Treaty of Mutual Cooperation and Security between the United States and Japan” was an important role among whole interactions of states and confrontations of US and Japan. Its developments in the future would also influence the peace and stability of northeast Asia region.
