| Summary: | 碩士 === 國防大學政治作戰學院 === 政治研究所 === 99 === Taiwan is located in the subtropical region and the Eurasian plate and the Philippine Sea plate of Circum-Pacific seismic belt, unique geographical environment causes natural disasters keep all year. Under this disaster situation, the army dispatched by disaster relief has become the norm situation. The "Disaster Prevention and Protection Act " adoptions after August 2010, the forces dispatched from the the passive role into the positive role in the natural disaster things. However, the military’s disaster relief task pattern change has not only amendments to the Bill, the various support measures have to make validate and appropriate.
We often see troops support disaster relief tasks with task groop Today, but the operational group structure is born to Taiwan and Penghu defense, despite double effort is made, only half the result is gained in the disaster prevention and rescue, then the army would be promoted "The Essence of the Case" under the streamlining of human resources, the task will be more difficult which is needing large numbers of people for the disaster prevention and rescue. So, this study is trying to be "Combination of peacetime" and " Separation of war" separating two transition mode in response to fulfill the disaster prevention saved tasks, then through to analyzing and comparing other countries to review its practices, according to the series of study, make recommendations for improvement to military organization structure and armament-related planning.
