To collect data, the research chose five managers of non-profit organizations and four officers who involved in real camp placement by means of in-depth interviews, generalizing roles, cooperation links, and the impact between military and non-profit organizations, and the view of the participants. The findings of this study are: (1) Characteristics and responsibilities are unclear between military and non-profit organizations leading to difficulties in cooperation. (2) The impact of camp placement on military is greater than the impact on non-profit organizations. (3) The role of military mental health during the camp placement is relatively weak. (4) The camp placement facilitated more opportunities for cooperation between military and non-profit organizations in the future. Based on these findings, policies and measures are suggested to improve the operation and implementation for the possible camp placement in the future: (1)Specify the operational procedures of the camp placement. (2) Military and non-profit organizations sign a support agreement in disaster prevention and relief to establish a cooperative relationship. (3)Pre-prepared camps for placement.
