Regarding to keeping open up business environment of China, enter the 21st century now days, we realize the huge change no matter on the economics, society, political, and law. The footwear industry is very labor-intensive dependency industry, and gradually, the problem of lack of worker has emerged, and more worse after the 2008 financial crisis, small and medium Taiwanese shoe manufacturers face severe problems on labor supply shortage verse the past good days endless supply of labor , most of them need to be in response to business continuity and make surveying. The major key issues on human resources are business concerns and must always watch out how to maintain their flexibility in a rapidly business environment changing, remain competitive, and production outsource, all topics are the focus of this paper plan to have thoughtful discussion.
