The private bank of financial holding corporation how to allocate the resource and improve business performance? What is different of business performnce and productivity after financial meltdown, which are the issue to discuss. This study select five private banks of financial holding corporation as the object of study: Chinatrust, Taishin, Sinopac, Taipeifubon, Esunbank , and the sample period from 2000 to 2009. We use data envelopment analysis, super efficiency, and Malmquist productivity index to compare business performance of different period. The study select employee number, interest expense and operating expenses as input variables, and select net value, non-interest return and interest return as output variable to confer the performance, reason of non-efficiency and productivity of five banks. The resoult of study as follow: 1.The related factors of scale inefficiency of Taishin and Esunbank are member of bank branch, employee number and capital asset. The related factors of pure-technology inefficiency of Sinopac and Taipeifubon are employee service capability, employee service flow and service quality. 2.To compare the performance after financial meltdown. Five banks: Chinatrust, Taishin, Taipeifubon, Esunbank, which has low performance before financial meltdown. There just only Sinopac’s performance are high before financial. The differentiate of super efficiency is higher than other analytical method. 3.The result of dynamic performance, the technical efficiency change, pure technical efficiency change and scale efficiency change are 1 of five banks from 2005 to 2007. The technical change and total factor productivity change are higher than 1 from 2000 to 2001. On the whole viewpoint, the reason of technical efficiency change lower than 1 are scale inefficiency.
