This dissertation discovered that the democratic peace theory is suitable the cross-Straits relations not completely, but “democratic peace” concept actually is also one of Taiwan society believe generally doctrines. The cause-effect of “between the democratic country does not go to war mutually”, is mainly comes from the three kind of elaboration theory of value, the system, and the rationality.
Chinese “democracy” political reform and the democratization, have the China socialism from top to bottom “the democracy” politics, in addition has the China human rights activism from bottom to top. Although the former resides in the leading positions by the Communist Party of China, but already had the inner-party authority to keep in balance with the system in limits leader's concept, possibly develops the system theory discusses by the democratic peace theory; The latter has faces to protect political rights and civil liberties, that will be able to achieve the theory of value which the democratic peace discusses and the rationality theory. But no matter what kind of China “the democracy” political reform's way, China nationalism as well as regarding the national sovereignty and territory insistence, is in the Chinese democratization process faces unnegligible. Because the democratic peace discusses the discovery democracy reforming process, which nationalism often causes the country foreign let loose the of war. But when “the cross-Straits relation’s citizen” the political rights and civil libertie will be able to secure, only then has the possibility to achieve the cross-Straits relations truly the everlasting peace.
