| Summary: | 碩士 === 東吳大學 === 社會工作學系 === 99 === In recent years, the government vigorously promoted the community care policies. But actually, small-scale long-term care institutions should play an important roll in the continuity, availability, and accessibility of services providing. Hence, this research attempt to explore the role and functions of small-scale long-term care institutions located in community. This research had done semi-structured in-depth interviews to eight managers of small-scale long-term care institutions in Taipei City, which wills to provide community care, by using qualitative research methods. After the induction and analysis to the experiences of interviewees, we conclude the results as follows:
1. Small-scale institutions play a key role in practicing community care: Number and density are advantages of small-scale institutions, and they had also acquired resources like professional human resources, service locations, facilities, etc, which are important resources in implementing community care.
2. Community caring functions of small-scale institutions: Locations and professional human resources in small-scale institutions can be applied to community effectively, providing six main services to neighborhood: home service, daytime caring, catering service, establishment of community service locations, education and caring training courses holding, providing and referral of social welfare information.
3. Decrees are obstacles on practicing community care: Although the function of small-scale institutions can play a meaningful role in the community, their position, which is between non-profit and for-profit, and further, restricted by the three NO policy*, had made them been unable to advantage and function in community caring policies. Contradictory in decrees had kept small-scale institutions away from community care. If they want to undertake services related to community care, they must overcome obstacles constructed by decrees.
This research proposed recommendations in two dimensions:
1.Institution:
（1）Establish the relationship with communities aggressively.
（2）Understand the needs of community, develop the community services.
（3）Improve the image of institution based on service providing.
2.Policy：
（1）Relax the three NO policy*.
（2）Relax the restriction on small-scale institutions in participating community care.
（3）Encourage small-scale institutions on developing community care.
（4）Improve social education, publicize services related to elders.
* Three NO Policy - no donation, no subsidy, no tax lessening.
