" Miaoli County Hou-long Science and Technology Park " in the case, Set up factories in the process of planning, controversy and dispute process, it will faithfully reflect the many social phenomena. In this study, mainly through the "Environmental attitude" , "Environmental justice" , "The Land Ethic " three perspectives of environmental ethics for the truth behind the case for a specific show. Through this study the case of theory and practice to do comparison, analysis of " Hou-long Science and Technology Park" development projects which really shows the problems in environmental ethics.Also in the " Hou-long Science and Technology Park" which set up factories in the planning process, In the attitude of residents is based on the case for what reason? These controversial issues and attitudes, which can be used on some of the theory of environmental ethics to solve? " Hou-long Science and Technology Park, " development projects in the controversy , mainly for local residents on the cognitive, emotional, communication level has a close relationship. The Government plans to set up factories in the attitude and manner of communication will be most directly reflected in the controversial issues. For the formulation of policies, and often the feelings and attitudes of local residents would be covered by most people''s "Public interest ".The development of the technology park is often a result of the profit and loss varies in different perspective, but if we can use an environmentally friendly or sustainable for the attitude to view development projects that will have different results. Miaoli County Government''s "economic development" concept, if the county can integrate into the meaning of environmental ethics, In Taiwan may be able to provide a way out and reflections of many environmental issues.
