Description
Summary:碩士 === 中國文化大學 === 政治學系 === 99 === During the developing process, Taiwan’s military industry is exerted a tremendous influence by politics. Alternations of political power in 2000 and 2008 allow the government to have very different policies in military industry. Additionally, the development of Taiwan's military industry does not have a definite direction. To deal with the problem, 國防二法has clear regulations on the development and management of military construction. Nevertheless, in order to keep up with the policy changes of the government, Taiwan's military industry encounters some difficulties in promoting the business. For that reason, military industry finds out that it needs an intermediary, dedicated to management and government affairs with the government. Understanding the authority, functions, and positioning of political public relations can be a framework for the basis of the media between the government and military industry. Political public relations have combined particular characteristics as diverse as connection with the media, communication, and organization. This research is focused on how the political public relations accomplish missions to assist in military industry adhering to their own commercial standpoint, to get maximum economic benefit, to keep the sustainable development of military industry, to achieve effective technology to their own discourse, and then to take on the responsibility of policy. Those are also the purpose of this thesis. Being based on literature review, this research is focused on open-system theory of public relations and current state of military industry to explain the principal practice analysis of political public relations in military industry. Cases cited in this thesis tell that Aerospace Industrial Development Corporation (AIDC) had pursued the goal of political growth in the limited capacity, because of the trade-off between economy and political policy. By the traditional method of interpersonal communication, AIDC hopes to get more cooperation and trust from the government. However, the process makes AIDC in an uncertain planning direction in political business. Referring to a lot of current literature research paper on the development of Taiwan political relationship, the paper shows the further study to establish the path of professional political public relations of the effective lobbying and interest groups, which is also the importance of working on theory of political public relations. Result of this thesis reminds front office to consider two sides (political and public relations) carefully. Integration of the theoretical basis from two sides will be helpful in future policy in the implementation of actual state for public relations and provide the basis for assessment of consideration.
