The phases of this kind of project include preliminary feasibility study, initial planning, detail design, procurement & outsourcing, construction, testing & commissioning, and final completion, which usually take several years to complete. However, many turnkey projects encounter some problems in the construction phase, such as interface integration, design change, constructability and so on. And the poor design and planning always result in these problems, and it will eventually lead to a serious project delay and budget increased. Therefore, design quality in every aspect will have significant impact on the success of the project. Hence, this study selects the piping engineering design task, which has the most interface integrations and is the most complicated in the petrochemical plant construction project, as the research subject. First of all, this study develops the criterions for measuring piping engineering quality by literature review and expert interview. Then, questionnaire method is used to gather opinions of the respondents in order to determine the influence factors of piping engineering design quality. There are twenty-eight evaluation criterions in four dimensions developed in this study. In addition, this study also points out the opinions of questionnaire respondents which include people from piping design unit, project sponsors, and contractors. Hopefully, the result of this study can be helpful for measuring the quality in piping engineering design.
