Summary: | 碩士 === 國立臺灣科技大學 === 科技管理所 === 99 === With the growing issue of the environment contamination, global warming, and the downtrend of the oil storage, governments start to value the research and development of renewable energy. Speak to renewable energy, hydrogen and fuel cells are considered the energy carrier with highly developmental possibilities. Hydrogen is the energy carrier with zero pollution, high efficiency, and safeness, and hydrogen fuel cells is commonly applied to electricity generation, transportation, and the power supply of mobile devices. It is a solution to energy and environment, and it brings out the new Industrial Economics, which makes it a primary type of energy usage planned by International Energy Agency.
To advance the development of the entire industry, we need the government policy to work synchronously besides the technique research. The purpose in this thesis is to show that how to establish policy and legal in Taiwan so that we can advance the development in the industry of hydrogen and fuel cells. Similar to Taiwan, EU's energy is largely dependent on importation, and they are also facing the problem of the increase of dependence on imported energy and the rise of energy price. So far, in the EU's FP7, government department expand the investment in researching hydrogen energy and fuel cells cars technology. The budget is increased about 47% compared to FP6; In this paper, we collect and analyze the literatures concerned about EU's hydrogen and fuel cells policy and legal analysis. Furthermore, we learn the measures, the effectiveness, and the principle of EU's energy-related policies and laws from their experience in the development of hydrogen fuel cells. With EU's experience, we could see and even find the weakness in the development of Hydrogen energy and fuel cells policy and legal, and we could also come up with some suggestions, based on which, our government would further be able to make similar energy policies.
