However, if they do not improve the existed problems, they might recommit the same errors. In this research, literature review and case interview were adopted to know the obstacles when Taipei Sports Center shifted to a private management public sports center. Furthermore, the root result causes were traced back and discovered so the key success factors were provided in this study. The research range included six cases - Bei Tou, Nan Gang, Song Shan, Da Tong, Da An, and Wen Shan. The research objectives are to: 1. Investigate the obstacles that the owners and the managers encountered as well as the citizens’ satisfaction in the process of building private management public sports center; and 2. Review and examine the root causes of each problem, thus proposing the key factors at each level in the mode of private management public sports center which could be viewed as the guidelines to the other local governments when they intend to construct a sports center. By interviewing thoroughly the six cases, the difficulties in the process of building private management public sports centers are shown as below. The problems the owners encountered were: Not to allocate the appropriate sports facilities accurately; Not to estimate the demand for the sports facilities accurately; Not to find out the defects of construction accurately; Not to estimate the number of users accurately; The facilities, like the bathrooms, did not meet the users’ demand and standard, which could lower the users’ satisfaction.; Unable to recover the cost of inputs; and Attendances poor performance of disadvantaged groups. The problems the managers encountered were listed as below: The using ratio of the sports facilities were too low so the operating income was affected; The more items about charity were added, causing the royalty unreasonable; and The evaluation process was not fair when extending the contract. When it comes to the users’ satisfaction, there were two situations the citizens mentioned about the sports center: The space design of those sports facilities did not match people’s needs; and the choice of the building materials was so correct actually. The above issues and the root causes were discussed in this study in order to propose the key factors of each level. The key factors of planning and design level are the complete survey about the need for the sports facilities, the comprehensive exploration of the foundation, the qualified facilities with proper quantities, the appropriate allocation of those professional sports facilities, the designs matching the exercising behaviors and the environmental demands, and the appropriate choice of building materials which don’t affect the surroundings. The key factors of construction level are the comprehensive managerial system of the engineering quality. The key factors of investment level reasonable royalty estimation function, the proper contract period, and the flexible charitable items as well as the royalties. The key factors of operation and management level are the complete plan about altering the functions and the comprehensive appraisal system about extending a contract.
