Due to the economic globalization and trade liberalization, the competitiveness of
the small landlords in Taiwan has been declined. Ageing population of Taiwanese
farmers has caught enormous concerns . Due to the decreased profit on agricutural
production, it is not easy to attract young farmers to stay in farming. As a result, the
average of the land scope are small, and the farm management is inefficiency. The
policy proposal of “small landlords and big tenant” from Taiwan has followed the
same topic with the proposal of “the land contract and management rights transfer
system” in China, whose purposes are to reduce the ageing problem in agriculture
and to expand the farm management. The objective of this study is to let the older
farmers be willing to rent their owed land to the person who is willing to expand the
farm scale of operation, so that the older farmers can enjoy their retirement, also to
increase the farm production efficiency and the agriculture competitiveness. The
researcher has invested a farm manage department in Chihu town, Zhangpu county,
Fujian, and take it as a study case. In order to integrate the local individual farmers
into a single agribusiness, the researcher uses the way of transferring the right to
operate individual farms to the department. We look forward to create more
industrial added value so that the farmers can gain more benefit. The conclusions of
the study are: (a) change and innovate the marketing ways of traditional agriculture
product, (b) increase investment, create market differences through the change of
technology of production, (c) with the habits of Chinese consumers, making product
segmentation in order to create more business opportunities. At the same time, the
reason of the successful implementations are as follows: (a) because of the
reasonable and effective contract and the geopolitics, the residents are mostly
relatives so that can strengthen the contract implementation, (b) the proposal of
“small landlords and big tenant” should start from a specific set of regional, (c) the
government should strengthen the policy advocacy, using the successful cases in
various countries for the promotion, in order to strengthen the farmers’ confidence
and cohesion, and (d) the government should take care of the farmers at policy act
and tax system.
