| Summary: | 碩士 === 國立臺東大學 === 進修部公共事務管理碩專(假日) === 99 === The motivation of this study derived from the researcher being as a personnel officer in regional administrative authorities who has a closer observation and opportunity to access these supervisors. Take them as the subjects of this study and also to realize those various difficulties they have encountered. Also, even the same as the first line undertakers in each unit, yet the complexity and difficulties in their working content are not the same arrived. Therefore, to highlight the difficulties which they have encountered may achieve those problems improved or solved by the charging authorities. Moreover, to serve all the colleagues is always the duty of being as personnel members eager to head for.
