This study would also to provide the resource constructive, improved management performance for feasibility of privatization reference. This study use the purposive sampling to extract one formal staff around the Public Health Bureau, Taitung County and 16 subsidiaries Public Health Office which divide to with medical clinic service in the plains country and without medical clinic service in the aboriginal and island country.The research methods use the Literature Analysis, Field Observation and In-depth Interview to collect data. Finally, this study also discussed the best way for the organization reformed from the street-level Public Health Office which functional reorganization, the way of thinking about the organizational reform, and to think under the precondition of given new thinking, activating to the street-level Public Health Office. This study had found: 1.The Public Health Bureau is the highest health authority which must focus on think about how to promote and control the effect in the street-level Health Service Policy. 2. The street-level Public Health Office must be exclude the health care profit behavior because of street-level Public Health Office has the responsibilities and obligations to promoted the primary medical care policy which made by central or local Public Health authority. 3. The Public Health System's organization efficiency and service function had not significant and had derivative some common and individual problems. 4. If the street-level Public Health Office implemented feasibility of privatization where the benefit would be integrated the resource, promoted the management and also could reduced the manpower and finance for Government, but the limits are arranged the staff obstructively and the medical resource shortly that can't be a profit institution. 5. According to medical resource distribution when the street-level Public Health Office to feasibility of privatization management that should be divides into metropolitan area and non-metropolitan area to implement. According to this study founds had to provide the followings recommends to the Public Health authority: 1.Established the cooperation mode between official and private earlier to break away the difficult for management. 2. Selected two or three street-level Public Health Office to try feasibility of privatization mode and assessed the effect. 3. Established the effective supervise system to avoid poor management. 4.
