Our President amended and promulgated the “Off-shore Islands Construction Act" which opening the off-shore islands to established casino on January 23, 2009. The main purpose of this study was explored the casino developed in LuDao where internal and external environments, and it's strengths, weaknesses, opportunities and threats, there was also analyze the feasibility on established the tourist casino at LuDao. This study was used the literature analysis and in-depth interview methods to collect data. Finally were summarized the feasibility for established the casino at LuDao. The study had found: 1. The most residents at LuDao were agreed. 2. The LuDao had rich in tourism resources. 3. The public transportations were very convenience. 4. According to the Law could be to establish the casinos.
