Pinglin Township of Taipei County, now renamed as Pinglin District of New Taipei City, has been an important transport hub from Taipei to Ilan since the old days and is currently also a water source protection zone of Great Taipei Region. National Highway No.5 (Chiang Wei-shui Freeway) is the first trunk road to connect the east and west of Taiwan with the Freeway. It shoulders the responsibility of balancing the regional development. However, for Pinglin, it was used to be a relay station of the Taipei-Ilan highway before the opening of the Freeway, but lost the “rest area benefits,” affecting its economic sustainable development. In this paper, the literature analysis, in-depth interviews, and other qualitative methods were adopted to explore the impact of the opening of Snow Mountain Tunnel on the economy of Pinglin and what improvement strategies or alternatives the government departments have taken, and, analyze and review the reasons for the success or failure of these strategies through the TOWS Analysis. The study found that for the economic decline of Pinglin caused by the opening of Snow Mountain Tunnel, the government departments have taken four response measures, which, along with comments, are as follows: (1) Tea industry development: The Pouchong Tea Festival succeeds in attracting many tourists to pay a visit to Pinglin, but the event period is too short; more tea selling exhibitions should be organized to strengthen the advertising advocacy. (2) Low Carbon Tourism: To create the country's first “Low Carbon Trip” has been a successful strategy. (3) Low Carbon Communities: The strategies have been in the right direction, but there are still many factors to be overcome. (4) Water conservation: The District Office considered increasing the fees for the water conservation and feedback, but this was not accepted.
