碩士 === 國立臺北大學 === 自然資源與環境管理研究所在職專班 === 99 === In order to solve global warming and climate change, to let our country become a low carbon society and the green economy has become development goals in advanced countries in recent years. What are a low-carbon society and the green economy? How to evaluate a low-carbon society and the green economy? How to plan and promote low-carbon society and the green economy strategies? All of these questions are important issues in the international community. According to the previous assessments, this study first establish an assessment framework including: (1) low-carbon country, (2) low-carbon industries, (3) green jobs, (4) low-carbon life, and (5) low-carbon environment, as well as establish the indicators to measure the development state of Taiwans low-carbon society. Therefore, according to UNEP (United Nation Environment Program, UNEP, 2011) framework for green economic development, this study establishes the indicators of green economic based on Green Gross National Product (GGDP). EViews software was used in this study to estimate the low-carbon society and green economic development trends in Taiwan up to 2050. Different scenarios, simulation analysis of the effects of policies were set to provide Taiwan government to plan the green economy development policies.
