In order to reach this goal, the researcher first reviewed the literature related community building, community drug abuse prevention ,and shared-experience. Then draw up the primal Delphi questionnaire for t“The basic dimensions of drug-free community building and community drug abuse prevention education indicators”. The research method adopted in this study is Delphi Technique Method. First, a 13 Delphi technique experts group was invited, which the experts composed community building, drug abuse prevention and health education. After completing three times the Delphi questionnaire survey and national expert meeting, they developed the basic dimensions and the content of drug-free community building and drug-free community preventive education. According to the findings, the researcher induced the following conclusions: The design of DFC building and preventive education curriculum contains eleven basic domains, namely, "The importance of creating DFC", " the development of the DFC organization," "DFC creating strategy," "DFC volunteer management" and "DFC supportive environment" five levels and forty-four six indicators; DFC preventive education including the "total experience, specific experience", "emotional experience", "rational communication and reflection", "wake up the meaning of life ", "drug abuse prevention program of self-practice" and "self-evaluation" six levels and twenty-seven indicators.
