Summary:碩士 === 國立臺北教育大學 === 文教法律研究所 === 99 === So far it has been few people discussed or studied about that Republic of China (ROC) participates in United Nations Educational, Scientific and Cultural Organization (UNESCO). Firstly, there are few domestic historical data. Secondly, due to ROC has withdrew from United Nations (UN) for a long time, there are no people doing the relevant research. This research is going to present “Republic of China (ROC) in United Nations Educational, Scientific and Cultural Organization (UNESCO) – a study of the ten years before withdrawing” in 6 chapters. The first chapter is the introduction. In this chapter it is going to describe the aim of the research, objectives, and the methodology. The Second chapter is going to introduce about the history of foundation when ROC participated in UNESCO. In this chapter, including the background and the object of UNESCO, the general situation of UNESCO, the history of foundation about ROC participating in the General Assembly of UNESCO…and so on are going to be mentioned. The third chapter is going to discuss the content of UNESCO’s conferences and collect the bills our country has subscribed. In this chapter, based on the data of official conferences in original language (English) of UNESCO and the bills which our country has subscribed, approved, and become effective, it is going to describe three aspects, education, science, and culture, which our country has participated. In the fourth chapter, it is going to focus on the details of the Chinese delegation’s reports in UNESCO. Besides it is describing the organization and the distribution of work of our delegation, the payment of problem of rate, and the processing of Chinese delegation, it is also analyzing the internal data of three parts, which are education, science, and culture, and making an simple comparison with the data of UNESCO’s conferences. In the Chapter five, it is going to describe the influences of the bills, which our country subscribed, approved, and became effective, to our country’s domestic law; moreover, it is also going to propose suggestions and visions to the direction of our country joining the international organizations in the future. Eventually, in the chapter six is conclusion and suggestions. This research has tried to compare the contents between the objective data of conferences and subjective reports, and has expected to find the accomplishment and contribution of our country. Furthermore, it is also trying to find out the situation of execution in our country after subscribing the international pacts in order to comprehend the degree and scope of our country adhering the pacts and survey the situation of our country’s relevant law. Eventually, the it is going to propose the direction and method about our country participating in international organizations (peripheral) in the future; moreover hoping to find different thoughts and policies through the proposition in order to make a breakthrough so far our country’s predicament and disadvantage of diplomacy.
