These also could prevent the damage, furthermore, calamity from occurring. However, the insular areas water resources are very limited; it is difficult to get sufficient water resources and supply. The potable water transportation by sea plays an important role to resolve the water shortage problem. Pescadores are the typical insular areas; island to island traffic is mainly based on sea. The water supply for drinking and solving drought plight by sea transportation has carried out a number of times since 1993. Because of north-east monsoon, tides, limited harbor facilities for water supply and sea-land synergy etc., water supply is wobbly accordingly. In order to supply water for drinking and resolving the plight of drought effectively, how to build up a regulating system of water supply for the insular areas is the core topic of this thesis. The study is based on knowledge management concept; collect data of water resources, ship’s data, harbor facilities and weather information builds up a steadily and feasibly water supply system. Hopefully, this would solve the drought plight in the insular areas.
