Summary: | 碩士 === 國立臺灣海洋大學 === 商船學系所 === 99 === Marine vessels are the most important equipment for the Coast Guard Administration (CGA) to perform their patrolling duty. To maintain normal operation and high proper condition rate of various types of ships, keeping the vessels in good repair is very essential projects. If we want to make coast guard vessels function effectively, with minimal maintenance costs, but the highest appropriate condition rate, we need helpful and powerful logistics support for repair as the foundation. How to spend limited funding, with the mission requirements of various types of ships, to maintain patrol vessels to reach the highest efficiency, should be a strict issue for the Maritime Patrol Directorate General of the CGA to do their best.
Nowadays marine maintenance method transfers from prior rectification and prevention to combining with reliability orientation and planning using entire logistics support. The ISM (International Safety Management) Code, the International Management Standard for the Safe Operation of Ships and for Pollution Prevention adopted by the International Maritime Organization (IMO), equally emphasizes skill and management of ships. The spirits of its regulations, maintenance method with reliability orientation and the idea of entire logistics support are helpful and supplementary each other.
The research aims at the present shortage of repair system of the CGA and submits some improvement suggestions. I consulted some fundamental literature, discussed the contents of ISM Code and referred to comparisons of the maintenance system between a international authenticated shipping company and the CGA, and then I propose the CGA, in addition to should recommend for employment really owning high-class turbine professional specialty, even more it should take measures to develop more unitized and simplified tonnage and host & auxiliary engine and reduce the complexity of operation of the logistics support, and could finally shrink its whole maintenance expenditure.
