| Summary: | 碩士 === 國立臺灣海洋大學 === 航運管理學系 === 99 === In recent years, to build up Monitoring systems (Closed Circuit Television system, CCTV) , was an important indicators to measure the performance of governments around the world, and Monitoring systems will also become an important tool for crime prevention. The world's major cities such as London, Tokyo, etc., to build complete monitoring system, hoped that through modern technology and equipment, to effectively prevent and combat crime.
As technology advances, the monitoring system functions also growing very fast, from blurry image to clear picture, from analog to digital technology, from wired to wireless, from distributed system to central network monitor, from video recording to early warning function. This showed monitoring system has been developed quite well. This equipment also helps in crime prevention and criminal investigation. Using monitors to assist crime scene investigation has become a powerful tool in recent years by monitoring access to video, putting together a criminal case, characteristics to hunt for suspects, but also has become an important part of criminal investigation process.
However, what are the real benefits monitoring systems bring for us? Act based on equipment? How protection of human rights? The difficulties encountered in the use of the availability? How can the video monitoring system to maximize the effect? This study will try deep discussions about the usage conditions for monitoring systems in Chung-Shan Area, An-Lo Area, Keelung City. Expect to via review again for the monitoring system in these regions, to identify effective management strategies to maximize effectiveness for the monitoring system management and development policies.
