碩士 === 國立臺灣海洋大學 === 河海工程學系 === 99 === To improve the defects and problems arisen from the old procurement system, and accede to the Agreement on Government Procurement (GPA) of the World Trade Organization (WTO), the Government Procurement Law (GPL) has been promulgated on May 27, 1998, implemented on May 27, 1999, and established the legal basis for the procurement of public works after the prolonged deliberations. Public works affect a nation's economic development, people's livelihoods & safety, and social progress. Each year, huge budget was planned by the government for every major public construction. Therefore, procurement personnels or tenderers shall all require being familiar with procurement procedures established by the GPL and avoid wrong procurement behavior. This study has focused on the issues that may be encountered in tendering, tender evaluating, and contract awarding while conducting the procurement of public works after the GPL enforced. Furthermore, this study offers entities and suppliers several matters for notice by examining actual case analysis.
