Han Chinese started to reclaim the land in the early Chienlung years in Ching Dynasty. Because it was situated in the backcountry, the government could not control it well and the public security was bad. Therefore, the nearby tribes had to unite to defense bandits. On the other hand, agriculture was the important economic sources. Due to lack of water equipment and poor soil, the crops were all xeric and the tribes developed along the streams. Xinghuadian was the most prosperous street in the late Cheng Dynasty but it was destroyed in the early Japanese occupation era. In the Japanese occupation era, natural tribes proceeded to administrative tribes. In 1920, the local systems were changed and the government named this district Longci Village belonged to Sinfong Prefecture. In the late 1920, Longci District developed rapidly. The markets were created, the road from Guanmiao to Cishan (Highway 182) was built, and Jhuangyichang was moved to Ciding. Ciding became the political, economic and educational center and the population also kept rising stably. Moreover, the government promoted to grow bamboo in the huge wilds so that Longci became the most important place of bamboo production in Singfong Prefecture. Therefore, bamboo processing factory developed vigorously in Longci. After the World War II, the economic development in Taiwan turned to industry and commerce society. However, this district was limited to develop in landforms and strict regulations so that the residents had no employment opportunities and most residents went to other townships to make a living. As a result, Longci was the township whose population was the least in Tainan County. Developing tourism in Longci District was the best choice because it reserved a lot of natural landscapes. Neopu Mudstone Area Soil and Water Conservation Park became a famous sightseeing spot under the Soil and Water Conservation Bureau’s management.
