If the internal and external knowledge of the organizations can be systematically managed, it will enhance the whole organizations’ information security to increase the organizations’ work efficiency and employees’ work performance. Currently, many organizations have efficiently managed their internal and external knowledge. However, owing to the differences in properties among the organizations, the management of the knowledge still encounters some uncertainly factors. Therefore, this thesis proposes a Fuzzy Markup Language (FML)-based inference system and applies it to two domain areas, including the Information Security Management System (ISMS) and the Spiral Capability Enhancement Support System (SPICE System). For the first study case, the ISMS ontology is first constructed according to the ISMS-introduction standard processes, defined by the Engineering Process Group (EPG) of computer center of National University of Tainan (NUTN). The domain experts then define the knowledge base and rule base of the information security by following the standards of the FML. The risk of introducing the information security is finally inferred based on the built ontology, knowledge base, and rule base. Additionally, this thesis also follows the process areas of the Capability Maturity Model Integration (CMMI) Levels 1 and 2 to define the specific practices to carry out the process-oriented Knowledge Management of the ISMS. For the second case study, the SPICE system was developed by Tsuji Lab. of Osaka Prefecture University (OPU), Japan. This thesis first introduces the concepts of the CMMI and the technologies of the fuzzy inference mechanism to the SPICE system, and then infers the ability maturity level of the human education based on the collected ability indexes of the human education. It is hoped that the performance of the thesis will make as a reference case for other administrative units to introduce the ISMS and SPICE System in the future. none 李健興 2011 學位論文 ; thesis 89 zh-TW
