Except for the methods and strategies the case managers used to assist the families in participating the IFSP, the obstacles and solutions of carrying out IFSP would also be discussed. The possible IFSP proceeding ways would then be derived from the opinions of case managers and the families. By purposeful sampling, eight case managers and parents were included to this study from Changhua County Early Intervention Case Management Center. The data which derived from semi-structured interviews were then summarized and analyzed. The results which derived from the opinions of case managers and parents and the current IFSP application status leaded to the conclusion that the IFSP proceeding ways should include: 1. establishing relationships between case managers and families, and colleting required data for family services; 2. assessing family function and needs; 3. establishing and confirming IFSP; 4. IFSP execution; 5. follow-up and revising IFSP, and to convene the professional team meetings as needed; and the IFSP contents should include: 1 basic information, 2. family part, 3 children part, 4. phased assessment. Some early intervention case management center would also carry out family system assessments. The results also revealed that the case managers provide service.The services were individualized to eliminate the impedance of and to promote family participation in the IFSP. The difficulties of IFSP proceeding including direct and indirect social work practice difficulties, service integration difficulties and limited resources available.
