It not only effects the success or failure of people, but also determines the rise or decline of a country. It concerned with the future fortune of the whole human being. Now the students who have professional education in university will be the main actor of the world stage. They will control the lifeline of the global development. It also shows the importance of cultivating the ability of university students’ global perspective. By setting some policies into action, our government help the university students broad their eyesight of the world. Recent years, they obvious paid more efforts and resources to develop students’ global perspective. It seems that Taiwan is on the trade of globalization. But it was found there are few reliable investigations and analyses which are related to the global perspective of the university students. Domestic studies didn’t show the complete meter to measure the ability. It initiates my motivation to investigate the global perspective of the university students. Furthermore, Item Response Theory is the emerging trend of the Test Theory. Due to overcoming the flaws of the Classical Test Theory, it favors the academic study and plays an important role on the compiling of the test and meter. By using the Rasch model in item analysis, the author compile an credibility scale named ” The University Students’ Global Perspective Scale.” It can not only help us know more about the present situation of university students’ global perspective, but also provide the references to the education authorities and further studies. The conclusions of this thesis are as follows: 1. The University Students’ Global Perspective Scale gives considerations to the reliability, validity and practicality. It has the value of reference. 2. The level of university students’ global perspective is quite good. It will show the effects after paying more efforts by education authorities. 3. Although university students concern with the global issue, they still need to enhance the action of participating in international activities.
