Ecological tourism is a new policy emerged to balance the development and damage and make sustainable development of the environmental resources possible. The Lishan district mentioned in this thesis, suffered from the break down of traffic of the Central Cross-Island Highway due to the great earthquake on 19th September, 1999, has fallen into a plight for the crisis of the touring business, in reference to the stagnating phase in Butler’s “Concept of a Tourism Area of Evolution”. But to a profit from a misfortune, it escaped from the impact the tourers would make for the latest ten years, and let the residents to consider about the combination of local culture with ecological tourism. Therefore, this research starts from documents reading, live-investigation and thorough interview; furthurmore, the author analyses the data with SWOT, and give suggestions and the aspects to make effort for the government executive authorities, inhabitants and traveling jobholders. This research comes to a conclusion that: 1.Nowadays, Fushoushan Farm and Wuling Farm lead the way in the eco-tourism aspect. But if combined with the culture and industries of the alongside communities. 2.If high-elevation agriculture can do without over-development, to guide the peasantry to raise the quality and establish new brands on safe lands, that should profit the industry in coexisting with ecology. 3.Deep-experiencing tour will be the trend of Lishan district; under the unsolvable difficulty of traffic, to develop new sightseeing spots and join them into a banding area, and promote them through different touring modes, it’s possible to turn people’s negtive impression of the remote regions to positive side. 4.Having the communities to reach an agreement, builing up the landscape wholeheartedly, guiding people to put the concept of environmental care into practice and friendly-treating the land and lasting the culture, can people make out a favorable and long-lasting touring condition. This research comes to a conclusion that:
