In this study, because there is no industry-specific, so long as there is to go to Taiwan enterprises investing in China were included in this object of study. Research methods used logistic regression analysis and comparison of difference for the two groups, independent samples T test. In addition, this study is different from the last classification of industrial clusters, but rather derived from the HHI index of Industrial Clusters Index(ICI) to redefine the classification of industrial groups. The study found that firm characteristics in the R&D density, which the industry location decision of investment have a positive impact, in addition to market size according to the literature to foreign direct investment enterprises engaged in the consideration of factors, also found that market size can affect the power of industry clusters. For this study suggest that future companies to China to be more active attention the Chinese market, and repositioning the market, a subsidiary of China's strategic goals, but also to strengthen their own product development, rather than as in the past focused only on the process development, and to facilitate future in the Chinese market and other companies from around the world compete.
