Taiwan has rich culture and history, long-term accumulation of cultural power, cultural and creative industries in Taiwan's development is also very beneficial. ICT (Information Communication Technology) has developed rapidly since the 21 century, to promote the intelligent living program in Taiwan, the main reason is that Taiwan's government hope ICT industry can be closer to the lives of ordinary people, and eventually be able to Taiwan's ICT industry marketing to the world. This paper will use analytic network process (ANP) to solve the problem of interaction between criteria, ANP can be used to assess the program's selection, the choice of this method of program evaluation, as strategic development purposes. The purpose of this study are: 1. To explore Taiwan Cultural and Creative Industry development and strategies. 2. To evaluate sequence of Taiwan Cultural and Creative Industry development.
