In this study, a questionnaire survey was circulated to Kaohsiung County in 2010 academic year , 154 public elementary schools in targeted members conducted a sample survey.The purposes of the study are as followed: 1. Realize Kaohsiung County elementary school administrative staff and teachers know the school risk factors. 2. Realize Kaohsiung County administrators and teachers implement the risk control programs of the schools. 3. Investigate the differences of the school risk factor cognition from different background variable of Kaohsiung County administrators and teachers. 4. Investigate the connections of Kaohsiung County administrators and teachers’ cognitions of risk factors and choosing implementation of risk control programs. Conclusions of this study are as follows: 1. The cognitions on school risk factors of the elementary school members in Kaohsiung County as a " intermediate high"level. 2. Elementary schools in Kaohsiung County, members of the risk control selection bias in the implementation of the program select the "damage control"as the most, in addition to "organizational atmosphere"to the givers, the other dimension reached 50%. 3. Elementary schools in Kaohsiung County, the organization of different background variables, members of the school differences of perception of risk factors, in addition to positions of significant level, other background variables are less than significant level. 3.1 There was no significant difference in understanding the dimensions of the case among different gender, years of service, education, school environment, school size and school members. 3.2 The different positions of the members in understanding the dimensions of the case, part-time officers and staff in the "organizational atmosphere "and"struggle for existence"are more awared than class teachers. In the "business management ", staff are more awared than class teachers. 4. The implementation of risk control program of choice on the comparison of risk factors for cognitive differences in Kaohsiung County members of elementary school: 1. In school affairs development aspect: Choice “damage control” the cognition degree obviously was higher than the choice “the risk evasion”. 2. In organization atmosphere aspect: Choice “damage control” the cognition degree obviously was higher than the choice “the risk evasion”. 3. the aspect in counselling: Choice “damage control” the cognition degree obviously was higher than the choice “the risk evasion” and “risk shifting”. 4. In management and operation aspect: Choice “damage control” the cognition degree obviously was higher than the choice “the risk evasion”. 5. in the struggle for existence aspect: Choice “the damage control” the cognition degree obviously was higher than the choice “the risk evasion”. 6.
