Such as, the property right of the land in urban is relatively clear, and the shape and size of the cadastral in urban is relatively appropriate, but rural areas is not always the case. Urban residents would like to Improve the quality of life through investments or change a new house, however , rural residents still keep their ancestors' patrimony. By facing the different environment and group of customers with different mentality, will the land administration agents exist differentiation during their work life? This study is use "in-depth interview" of Qualitative research. First of all, to understand what differences between Urban land administration agent and Rural administration agent in their resources and competence. Secondly, to realize their strategy of management. Finally, to find out the work-life quality's difference. These results can help the incoming new land agent to choose their location of work. The major finding suggested that the core resource of both two area land agents were relationships. Moreover, the core competence in Urban must have good service and flexibility of charge fee. On the other hand, the rural land agent need establish the customer trust. The strategy of management in Urban were using differentiation strategy. Not only provide normal land registration service but also have others service. However, the strategy in country were adopting focus strategy. They will provide customized service on some specific project. The result of work-life quality showed land agent can make good use of their time, however there was a high risk exist their job content.
