First, the researcher gathered studies which were related to the difficulties that the beginning school principals’ needed to face, the role of competing value and elementary school teachers’ teaching commitment, and then the researcher explored and analyzed all collected studies and data. Based on the analyzed data, the researcher proposed study structure and developed a questionnaire entitled “The Questionnaire of the Relationship between Beginning School Principals’ Leading Role of Competing Value and Elementary School Teachers’ Professional Commitment – A Case Study in Elementary Schools in Kaohsiung County and City” as the instrument to achieve the purpose of the study. Subjects were teachers who worked at schools led by beginning principals for the first year. 603 teachers were drawn from 43 elementary schools in Kaohsiung county and city by multi-stage sampling. 577 portions of questionnaires were valid, a recycle rate of 95.69%. After that, this research conducted data analysis through the SPSS12.0 Software with statistical approaches such like descriptive analytical statistics, t-test, one-way ANOVA, Cluster analysis, Pearson product-moment correlation and Stepwise multiple regression analysis, to examine the research results respectively. Regarding contestants’ responses to the questionnaire, the conclusions implied by statistical results are stated as follows: 1.The acknowledgement of most elementary school teachers in Kaohsiung county and city on the leading role of school principals’ competing value is above the intermediate level. And yet subjects accept the “People Relationships” the most. 2.The acknowledgement of most elementary school teachers in Kaohsiung county and city on the adjacent quadrant and relative quadrant of the leading role of school principals’ competing value is the highest on both the “flexibility quadrant” and “internal quadrant.” 3.The acknowledgement of most elementary school teachers in Kaohsiung county and city on the leading role of school principals’ competing value is above the intermediate level. And yet subjects accept the role of “Supervisor” the most. 4.The acknowledgement of most elementary school teachers in Kaohsiung county and city on cluster analysis of the leading role of school principals’ competing value is the “normal influence” the most. 5.The acknowledgement of most elementary school teachers in Kaohsiung county and city on elementary school teachers’ professional commitment is above the intermediate level. And yet subjects accept “Professional Identity” the most. 6.The acknowledgement of most elementary school teachers, the ones having a normal university as the educational background and work at a school in the size of 25 to 36 classes in the original Kaohsiung county, on beginning female school principal’s leading role of competing value is the highest. 7.Teachers with the age of 51 and above, with an educational background of the normal university, the graduate school of a normal university or the 40-credit Class, has the highest perception of “Teachers’ Professional Commitment.” 8.Elementary school teachers’ professional commitment is growing along with the aggressiveness of how the beginning school principals are playing the competing-value leading role. 9.Beginning principals’ competing-value leading role is significantly predictive on the “internal process” and “supervisor” parts of teachers’ professional commitment. Based on the results of the study, there are some specific suggestions provided to application and further studies which will be done by governmental organizations, chiefs of research institutes, supervisors and future researchers.
