It is hoped that their efforts and experiences can be seen by the society, arouse the attention of the relevant competent authorities to the sustainable development of Houjing community by adhering to the principles of environmental justice, and be used as a reference to the participation in the environmental movements by the public. In this study, we adopt qualitative procedures to conduct the research on the participants who ever took part in the said environmental movement in the past and now still continue to promote the relocation of Kaohsiung Refinery with efforts. The researcher analyzes the information collected from 5 respondents to come to a conclusion as follows: 1.The residents of Houjing community have strong motivation to participate in the movement to promote the relocation of Kaohsiung Refinery. 2.There are certain personal and group factors for the residents of Houjing community to participate in such an environmental movement. 3.In the process of the environmental movement, some internal contradictions and external pressures have caused the promotion in difficulties. 4.A number of strategies and actions taken by the residents of Houjing community have achieved some results and success. 5.In the movement to promote the relocation of the Kaohsiung Refinery, the residents of Houjing community appeal not only for the relocation of Kaohsiung Refinery, but also for the closing of the refinery. They expect the government to submit an alternative proposal as well. Based on the above conclusions, this study makes the following suggestions: I.Suggestions to local residents or groups participated in the environmental movement: 1.To cultivate the residents with self-awareness and environmental protection consciousness. 2.To be well organized to monitor any local constructions and actions of the government or enterprises from time to time. 3.To promote any environmental movement under reasonable motivations and recognitions. 4.To invite experts and scholars to provide professional knowledge and share their experiences with the public in the process of any environmental movement. 5.To insist in their appeals and objectives even they might encounter any resistances and difficulties in the promotion of the environmental movement. 6.To achieve the ultimate goals of the environmental movement for local residents: better life and sustainable development. II.Suggestions to government or enterprises: 1.To realize the inner meaning of the environmental movement with a positive attitude and give such a movement appropriate guidance for its rational development. 2.To establish a good communication platform between themselves and the public, give full explanations to the public, and win trust from the public. 3.To strike a balance between economic development and environmental policies. 4.To make immediate responses to any environmental movement or seek for alternatives to local development. 5.To carry out the government’s commitments toward environmental movements as soon as possible in order to access to public recognition. 6.To enable the environmental movements to create a win-win-win situation for the government, the public and the enterprises.
