Under the total fixed cost, to optimize the layout of existing detectors and to achieve the objective of detective error probability minimization . In considering the actual problems, to assess the problem of factors that may be affected and constructed the mathematical model. In order to achieve the research objective of the minimum detector layout error rate. The actual Freeway Bureau’s traffic data will be put into the model for studying the location of the detector layout and to understand the significance of the layout location. The research results will be provided a reference for decision making to traffic departments. The model of the actual validation results were as follows: 1. Cost optimization. 2. The model was used to reduce the number of detectors and to save the amount of cost. 3.Because of gray prediction , the traffic forecasts is more accurate. 4.Through actual verification ,the model was proved to minimize the detective error rate and to save cost by the minimum number of detectors. The information was provided by the research that can be set to forecast the traffic flow smoothly for different interchanges, so we can try to apply this model to forecast the travel time. Due to be difficult to obtain traffic data and be short of a large number of verifications. So I expect future researcher will be diligent to obtain greater achievement.
