Under the competitive business environment, logistics industry has become more and more important. Previous research used Artificial Neural Network ANN) to estimate the national logistics expenditures of major countries in the world. In this study, we used data envelope analysis (DEA) to evaluate the national logistics performances of 10 countries. We consider logistics-related input and output variables for DEA and obtained four variables for the input and two as the output. Three different DEA models, which are the CCR, BCC, and simple cross-efficiency models are used for the analysis. Furthermore, by considering different national development levels, we propose three factors - the infrastructure investment, the innovation ability and the utilization of information and communications technology - to experiment their effects on the logistics operational performances. The results show that we can classify the 10 countries into three categories with CCR, BCC and simple cross-efficiency models. Different national development levels also show significant effects on the national logistics performance.
