The strategy alliance is based on short-term cooperation, the way which the domestic construction companies and the foreign construction companies cooperate frequently, domestic construction companies in terms of strategic alliances can be offset by technical deficiencies; on foreign construction companies, can take advantage of its strategic alliance with the opportunity to enter the country, success in expanding foreign markets and reduce operational risks and costs. However, strategic alliance is the most common problems the distribution of compensation, strategic alliance partners as the main purpose is to strike a self-profit maximization, but when the case of self-interest maximization often sacrifice the interests of each other, so parties in the bargaining because of the conflict which lead to failure. This study''s goal mainly discusses the bargaining factor which construction companies and consultants companies to strategy alliance cooperation, lets both sides before the sign the agreement may because of these factors understand that each other''s competitive advantage, then schedules the bargaining decision which both sides can accept, achieves the cooperation both sides win-win aspect. Study reorganizes twelve bargaining power criteria of the construction companies through the literature review, and carries on the questionnaire survey and the analytical study of the Analytic Network Process method by five kind of strategy alliance type, finally at the similarities and differences place to carry on the discussion about the different construction company’s bargaining view. Study find that regardless in what kind of strategic alliance form, both perspectives important bargaining factors in the top four are all same, respectively are: 1. Construction companies respect for “project management” because of save cost and time control. 2. Construction companies respect for “technical ability” because of technical unique. 3. Construction companies respect for “enterprise scale”because of project requirement and the reliability. 4. Construction companies respect for “management expertise” because of interface integration and cultural differences caused by coordination issue.
