Being the closest contact with operators, they know precisely the details and clearly are the key staff for accident prevention. By giving necessary S&H training course, improving their safety knowledge, skills and attitude will be able to eliminate risky events, loss in advance. The purpose of this research is aimed for S&H training actual position today and expected demands deviation analysis, this provides valid reference recommendation documents for industry employers. The tools applied are pre-designed questionnaires, covering to the scope of manufacturing factories for S&H staffs, human resource staffs, front line supervisors, middle and senior management team. Total release was 650 sets with effective feedbacks at 451 ones, meaning 69.4% return rate. Key findings from the feedbacks are front line supervisors do recognize the responsibility of S&H by heart and high demanding of training courses. The actual training hours are far below the wished time zone, especially for the category of preventive skills, security protection of machinery and equipment, working process change risk analysis, safety method of teaching. Those are identified as top 4 sectors among all concerns and shows in main training hour deviations. This study does point out the major gap between training demand/contents and actual given courses. This is judged as highest potential threat to our S&H policy. We suggest the government concerns and industry leaders to put such as highest attention and improvement priority for the best of our future industry growth and stability.
