Operational risks can be reduced in an effective manner by putting into application the inspection view of system security. Reduction of equipment operational risks can be realized by introducing examination techniques of RBI. As for regular inspection of dangerous equipment, the TBI has demonstrated its consent to institutions to prolong deadline of equipment regular inspection as well as independent security examination. The existing administrative law hierarchies of dangerous equipment inspection in Taiwan, most of which originate from Japan, still feature single check without conception of systematic security. Japanese non-open inspection of boilers as well as pressure vessels, which is called as continuous duty examination, is implemented on the foundation of the 4—year continuous duty administrative order of trail boilers etc. Non-open inspection of specific equipment of high pressure gas as well as high-pressured gas containers is named as continuous duty examination, and non-open check of Japanese high-pressured gas containers and specific equipments is referred to as systematic inspection, which is promoted and standardized by the announcement 86 of “Standard Notice of Public Lab on Certifying Implementer and Executor of Security Check” in ministry of economy trade and industry. Non-open check, which is under the name of additional period of internal examination or alternative inspection in Taiwan, is conducted by the notice for reviewing of dangerous equipment additional period of internal examination or alternative inspection, among which boilers are exclusive currently. It is of efficient reduction of equipment operational risks as well as the overall security check expenses for public institutions to establish capacity of equipment independent inspection and management by introducing the Occupational Health and Safety Management System. On the other hand, it can be considered as another practical plan to incorporate management system of equipment inspection into Occupational Health and Safety Management System of the public institutions so as to avoid wasting of occupational health and safety management resources. Security of dangerous equipment can be ensured in a more certain manner provided that public institutions take the best advantages of inscapes of security management system that are designated by Japanese Association of High Pressure Gas Security through referring High Pressure Gas Security Law as well as European and American decrees and operate it with the management mode of PDCA, making significant contribution to the popularization of non-open inspection system.
