When the software architecture becomes more complicate, the adaptive method will deeply impact the service quality of developing software. To compare with the traditional software developing method and the agile software developing method, this research chooses agile software developing method as the LBS developing principle to increase the flexibility and manageability in software development. Furthermore, this research uses three concepts (locating capability, providing geographic information capability and protecting privacy capability) to enhance the quality of function in LBS(Location-Based Services), these concepts also can switch the locating mode between GPS and AGPS, collecting geographic information, and the setting individual privacy. By using these three concepts to design LBS, the service quality will be increased, and to enhance the positive experience in using LBS. Besides, this research uses the concepts of locating capability, providing geographic information capability and protecting privacy capability to design an universal designing principle that can be used on the developing software method for designing LBS. Finally, this research uses SERVQUAL and Nonparametric method as a tool to verify this research’s hypothesis interview with twenty four people and to validate the service quality will actually increase or not. The result shows that the service quality will increase when they use locating capability, geographic information capability and protecting privacy capability of LBS.
