Along with the progress in aviation researches, scholars and professionals are becoming more concerned about the problems to Ramp Safety. According to the Foundation of International Aviation Safety’s preliminary report, ramp accidents directly cause the loss of 5 billion dollars annually to aviation industry. This is an intentional act to prevent personal failure of operation procedures and ramp ground staffs are the most significant factor. This study focused on the risk factors of ramp operators, using the SHELLO framework. First, five questionnaires for experts were distributed to identify the important risk factors in various domains and modify those risk statements. Next, modified questionnaires were sent to mangers of the Aviation Bureau and Airport Service Companies. The findings suggested that in SHELLO model, organization domain is considered as the second important role among those personal factors. Moreover, the findings pointed out that the differences existed between mangers of the Aviation Bureau and managers of Airport Service Companies. Overall, the findings suggest the researchers of the aviation industry need to do much more to improve the safety procedures and reduce the risk possibility of ramp operation.
