Other than the surrounding ocean, Ludao is characterized by unique undersea geology and high diversity marine lives. Especially, the fine white sand, clear sea water, thousands of fish cruising leisurely , enchanting sunsets, rich coral reef ecology, and the colorful undersea world make Ludao a paradise for ocean holidays. One of the most unique tourism spot is the Zhaori Hot Spring, which is one of the three largest seabed hot-springs in the world and now a must-go tourist destination on the island. However, the government budget is limited, yet Zhaori Hot Spring is in dire need of a facility and management update. Therefore, a new development model planned under the principle of sustainable development and the Statute for Promoting Private Participation in Public Construction is proposed, which will release Zhaori Hot Spring to the management of a private business. Through literature study, case analysis, onsite survey, and questionnaire survey, this research conducts a feasibility study for management out-contract and merchant recruitment for the Zhaori Hot Spring. A total of 318 tourists, 53 local residents, and eight private investors were surveyed through the questionnaire, and a SWOT analysis, as well as analysis on the results of the questionnaire survey, was conducted. This research aims to develop a successful model of management by private businesses based on the Statute for Promoting Private Participation in Public Construction and especially the principles of sustainable ecology and tourism development. Results of this research will be provided as a reference to the public offices seeking cooperative ventures with private companies.
