Summary: | 碩士 === 南華大學 === 非營利事業管理學系碩士班 === 99 === The research is to analyze the implementation conditions of the quota employment policy for handicapped persons being hired in the national senior high and vocational schools under the viewpoints of executing the policy. Whether the characteristics of national senior high and vocational schools influence the implementation conditions of the quota employment policy are discussed from three features - the employment opportunity , the ability and the will of handicapped persons. Making more practical suggestions is the final aim of the research.
The method of the study is nature research, and those handicapped persons hired in national senior high and vocational schools qualified to be obligatory quota employment institutes are interviewed. After summarizing and analyzing the interview contents, dilemmas of putting the policy into practice in national senior high and vocational schools are elaborated in six topics as follows: hard-seeking of qualifying people, deficiencies of jobs, man productivities and doubts about the cost, conditionality in executing the quota employment, influences of employing intentions and degrees by the characteristics of national senior high and vocational schools, the gap between the regulation expectations and the real employment opportunities.
The suggestions of the research are to prevail the concept of counter-discrimination towards handicapped persons in the society, to modify the ratio of the quota employment, to create an equal opportunity of employment without discriminatory payment, to give more job vacancies for handicapped persons through testing-employment plans, to replenish the data banks of handicapped persons’ human resources as a way to the employment intermediary gathers, to train handicapped persons to be professional in case of the unbalance of human resource supply and demand, and to give continuous assistance to those handicapped persons in employment.
