| Summary: | 碩士 === 南華大學 === 出版與文化事業管理研究所 === 99 === During the 2002-2008, UNESCO reports on creative industries pointed out that Creative industries account for higher than average growth and job creation, a number of governments around the world have recognized this fact and started to develop specific policies to promote the cultural and creative industries. The report mentioned above, after Taiwan government promoted the national program of cultural and creative industries , the economy of Taiwan began to transform, and the life-styles of the people also began to change through the aspects of culture, creativity, arts and designs.
In this paper based on policy content analysis and secondary data analysis. From the perspective of 5 Capitals Framework and Cultural Economy , we examines the National policy and promotion model of cultural and creative industry in Taiwan, conclude by discussing the weakness of National policy of cultural and creative industry. The thesis examines these factors, including: Structural / Institutional Capital、Human capital、social capital、cultural capital、Supply (production) side、demand (consumption)、surrounding conditions、cultural development strategies and management ,cultural investment. Response for the four core issues: The development conditions of Creative Industries in Taiwan、Analysis the development of Cultural Industry Policy、Government assistance of the development of cultural and creative industries、Current issues in Creative Industries and Cultural Policy.
The results examines four conclusion:
1.The development of cultural and creative Industry Policy is too technical. 5 capitals, the supply、demand and the surrounding conditions not included in the policy planning.
2.The cultural and creative industries not only depend on cultural industries policy but also need other social policies to strengthen the capitals of 5 Capitals framework.
3.The Government needs more active focus on the needs, popular and habits of consumption, improve the market.
4.There are still many issues that require sustained attention and thinking, such as the role of cultural and creative institution, the establishment of digital convergence, signed cultural ECFA, did the fifteen cultural and creative industries need to development together or not?
